Siebel 8.1.1.14 Upgrade - Ruining UPGREP - Error -function "siebtrun" which cannot be accessed

Problem Description

We are getting bellow error while running Siebel Upgrade process

SQLError Statement 0 00000002550b1360:0 2015-03-19 13:57:40 SQL Statement:
