Transportation activated causes ASNs to fail

We have been running ASNs for years.  Early last week, we turned on transportation and ASNs haven't worked since (without purging shipment records).  The pdf from R47032 is blank and the record is not created.

The only way to successfully create the ASN (since transportation) is to delete the corresponding records from F4215 and F4942.  Once the records are cleared out, we are able to create the ASN.

After perusing document 1296926.1, I can verify that there is a match between F47HL.AN8 and F4215.PNID.  The hierarchical configuration is populated in F4215.HLCF.  I tried adding a record to F47HL without an address book number.  This didn't help.
