Any Idea ASCP Plan SO Rescheduling will not consider the back ordered lines?

Please share me if you aware whether ASCP Plan SO Rescheduling will consider the back ordered lines in R12.1.3. Actually the Release order Recommendation program in EBS says

Message :You are not allowed to update Schedule Arrival Date because:

Line has been pick confirmed/staged

But the line is back ordered before user release it from VCP Plans
