Has anyone successfully used the Deployment procedure 'patchset upgrade'

Has anyone successfully use the deployment procedure 'patchset upgrade'?  We aren't finding any documentation on this deployment procedure but based on the description, we think we'd like to test using it to upgrade the a database from 11.2.0.3 to 11.2.0.4

We've opened an SR but thought we'd ask the community as well.  Either way we try to launch the procedure, we get an error that seems to indicate we may be missing a configuration step of sometype.

EM version: 12.1.0.4

o/s: Solaris 10 64 bit

Deployment Procedure  "Patchset Upgrade".  Listed in procedure library as version 13.4, delivered by Oracle Jan 22, 2015.
