Unable to restrict form personalizations to a specific operating unit

Hi,

We use Oracle Apps R12.1.3 and have multi operating unit setup. We do have Form personalizations and not all personalizations are applicable for all operating units. 

Unfortunately form personalizations can only be created at Industry, Site, Responsibility or user level.

Is there any workaround available to apply personalization only for specific operating unit?

We really do not want to manage this at responsibility level as we use many responsibilities and it will be a big maintainance task.
