After upgrade from 12.1.3 to 12.2.3, adop phase=fs_clone is not working

We successfully upgraded from 12.1.3 to 12.2.3 instance. After the 12.2.3 upgrade driver we've the adop phase=cleanup successfully. As the next step, when we tried adop phase=fs_clone it's not working and its throwing the error:
