OPatch Lsinventory Error: "Could not find or load main class set"

Hi Experts,

The customer encounters an opatch error "Could not find or load main class set".

Could you please give me any action plans in terms of OPatch and OUI?

Environment:

OPatch Version     : 11.1.0.8.2

Platform           : Microsoft Windows x64 (64-bit) 2012

Target ORACLE_HOME : F:\bea1\Oracle_OSB1

OUI in ORACLE_HOME : 11.1.0.9.0

Now the "opatch lsinventory" command fails with the following messages.

------------------------------------------------------------

F:\bea1\Oracle_OSB1\OPatch\opatch lsinventory -jdk F:\Java\jdk1.7.0_65 -oh F:\bea1\Oracle_OSB1

Error: Could not find or load main class set

OPatch failed with error code = 1

------------------------------------------------------------

The commands without -jdk or -oh has the same result.
