Include an F grade in the major GPA

I currently have a requirement in place for all majors that calculates the Major GPA.

Line Item Parameters: GPA Value (Min GPA 2.0) - Credit Include Mode = Verify

Line Item Detail : DLST - Used by Requirement Group - Requirement Group #.

I have a department that is requesting an "F" grade be included in the Major GPA.

When I add another DLST of Grade Category to allow an F it pulls ALL failing grades, not just the ones in the RQ Group of the major.

Does anyone use a Major GPA that includes an F (until it is repeated and the F is excluded from the statistics on the transcript)?
