EM 12c blackout and procedures

If i set a database in blackout in EM12c (12.1.0.4) should not all jobs and procedures stop running on said database?

I run my backup from the group and hence it runs as a procedure. So when i was doing maintenance on a database, i set it in blackout to prevent EM from running jobs on it, but the procedures kept on running anyway so in the middle of the maintenance the DB started running backup.
