Monitor agent is very slow while examining requests for Policy

We had one Wf policy group for 5 Wf policies and one monitor agent custom SR WorkMon Agent. It worked fine but two months ago we faced slowness in assignment we observed monitor agent was taking lot of time on escl_req and escl_state(there is 3 minutes delay in escl_state define in workflow policy) table, we increased the Wf proc Manager and Monitor Agent Tasks, after doing this assignment worked fine with no delay.

We also increased the assignment manger max tasks and MT servers.

After 3 weeks we again faced slowness in assignment, then we split these policies in separate policy groups and create separate monitor agents against each policy group. We also truncate the escl_log table, DB stats gather job run our database on every weekend, last week assignment worked 100% fine after execution of DB stats gather job. This weekend again DB stats gather script run on the database and from this Sunday we again facing slowness on escl_state table.
