Why is Shipment Charges (F4954) cleared by Freight Update (R4981)?

According to Oracle Support Document 1314132.1 (E1: 49: Freight update in Transportation (R4981) https://support.oracle.com/epmos/faces/DocumentDisplay?id=1314132.1)

the R4981 (Freight Update) clears the F4954 (Shipment Charges).

Why is the F4954 (Shipment Charges) cleared?

Where do I find the shipment charges to report on the freight cost per sales order?
