Transfer secured version in OMW

We normally do the package stuff as user JDE.

Whenever JDE wants to transfer a OMW project that contains a secured version (secured by a different user) the transfer of the version fails:

Error - Action: Transfer called for:

    Project: TESTOPB3

    Object: R014021!TESTOPB33

    Type: UBEVER

by User: JDE returned Error: 59.

What do I need to do to make it possible that user JDE is able to transfer secured versions?
