Grants Portal - data not populating in System Test or Demo environment.

Trying to set up the grants portal.  I have done and validated all configuration, generated an award with the add to Grants Portal check box selected.  My user ID has global access -  no matter what I do I am unable to gte the data to populate on any tables.
