Hide Tab on Custom Form

I am doing a form personalization on the PEOPLE form and for some countries additional tabs are active that I cannot identify to hide. An example would be on the Germany Form, there is a tab called PERSONAL, and on other country specific versions of the form there are tabs called LEGAL NAME, PASSPORT, etc. I have hidden every tab with the exception of PERSON.LOC (the one I want active) but several tabs still show on some countries.

I am looking to have only one tab appear - the Office tab, for each country's responsibility.
