Conditional Formatting on Last Page Only Content on a 2nd Page

I have Terms & Conditions text on a 2nd page of a BIP template.  The Last Page Only Content works properly where the Terms & Conditions only show up on the last page of the output.  My question is how can I set a condition on that Last Page Only Content so that when the condition is NOT met, that the last page is NOT a blank page.  Is there a way I can set this template so that it hides and displays the last page and not just the content?  Thanks,
