oracle.apps.po.rcv.rcvtxn business event not fired in vendor return

As per the metalink note 1374910.1, the business event oracle.apps.po.rcv.rcvtxn with fire in case of "RETURN TO VENDOR" transaction as well.

We did a custom subscription to this business event, but the event is not firing the custom subscription in case of "RETURN TO vendor".

It is working fine in case of normal receipt.
