item and packaging tax

Hy,

i have the next business scenatio.

I try to sell an item and i need to have on invoice packaging tax line(applied for each unit).

i can't setup a non-stock because sales order is processing through transportation management and i can't confirm load for a non-stock item.

what is the easy way to do this?
