After OSP item receipt job is still stuck at the Queue interoperation (not moving)

Hi!

After OSP item receipt job is still stuck at the Queue interoperation

User creates a OSP job, released it, Requisition was created, PO was then created.OSP material sent to vendor,

Material received from Vendor, Rejected and Delivered( not returned) the interoperation step proceeded to 'to move'

User then manually changed intraoperation to 'Queue', again requisition generated for same job, PO created, material sent to

different vendor this time, Received, Accepted and delivered. But this time the interoperation status did not change to 'To Move'

I believe problem is caused by receipt/delivery of two receipts against same job.Kindly suggest how can we solve this problem?
