OMS Outages for Plugin Updates

Dear Oracle,

Please fix it for me that future releases of OEM do not need to have complete outages everytime I want to deploy a new, or update an existing plugin on the OMS service.

The Oracle Database Plugin can take an hour or more to deploy on some of our systems and we cannot actually estimate how long an outage we need to book. There is no estimation tools provided for this, perhaps there should be in lieue of a "rolling" capability.

I would dearly love to be on the latest updates and bundles, but come on, play fair Oracle !
