Can a concurrent request read in a file from user's PC?

Hello,

Can a concurrent request read in a file from a user's PC?  Such as entering the path and filename as a variable, and then finding the file.  We ultimately want to load the file into a plsql table.

I do not think it can, but there are many possibilities within EBS that I am unaware of.
