Upgrade path from 8.98.2 to 9.1.5

I have picked this backup.  The current system is running 9.0 apps with 8.98.2 tools.  The Database is 11.1.0.7 and uses OAS 10g.  I need to upgrade all.  I have searched for a long time, found a lot of information but am now

floundering in the sea of information.  Is there a road map for this?
