Not able to add PM program to contract template

Hi All,

We are having issue that PM SR not generated for few serials in contract.

After analysis, I found that PM program is not added to contract coverage selected in contract. When I tried to add PM program in that, LOV is not showing any value for this. What could be the reason for this.
