Need advice on upgrading 11.2.0.3.0 + 12.1.3 to latest

ALL in one solution would be better.

0) Please state if any of the below point require licensing or stuff we have 11.2.0.3.0 + 12.1.3. If it requires we do not want to do it. (i know it doesn't require still to ask pros is better)

1) DB - Which is better and why - 11.2.0.3.0 to direct 11.2.0.3.13 via psu

or 11.2.0.3.0 to direct 11.2.0.4.0  + psu till 11.2.0.4.5 (or latest psu)

2)APPS - What patches should be applied on EBS 12.1.3 in cojunction with the above DB patches ?

3)APPS- What do you think about the RPC1+ and RPC2+

4) Any special patches related to EBS 12.1.3 ?
