can a plugin be installed in a java bootstrap within RPAS?

To try and diagnose performance issues we are having with RPAS in our production environment, our IT staff would like to plugin an app that can monitor the execution times at a detailed level.   This app is plugged in via the Java bootstrap.  Is this possible to do within RPAS and if so, how would it be done?
