Notification Framework Question

I'm trying to get a delivered Notification (SI_ADDED_OR_CHANGED_EMAIL) to send an email when I add a Service Indicator to a student.  I've made sure that the template status is Active, changed the Recipients Configuration to a static email address (mine), and the SERVICE_INDICATOR_ASSIGNED event status is Active.  I then add a service indicator to a student.  No email is delivered.  I can run the Notification Framework Tester, and the email is delivered.  Any ideas what step(s) I'm missing?  Thanks!
