New developer role will need permission to objects owned by another user.

Hi All,

I'm primarily a MSSQL DBA that has inherited an application with an Oracle 12c backend.  Our developers currently have full access to all objects in the database and I've been asked to restrict them to Read permission only on views and tables.  I'll also need one user that can Create new views and Update the ones that have previously been developed.  Based on my research thus far, I think I understand that using some of the views may also require that they have Execute permission on a couple of existing processes.  And really, since the tables they work with contain
