Non Currency resource not granted for Quarterly bill cycles.

Hi,

We are creating a product with quarterly bill cycle and granting 100 Free Mins per quarter. But when we create account purchasing that product Free Mins balance is not getting reflected in Customer center.

We tried similar scenario with monthly cycle, and it is working properly.

Can anyone help determining the cause of this.
