Strange error "FAL[server]: Security checks failed! error 16191"

Hi There,

Has anyone seen below error in alert.log before?

-- Rejected, Connected user is neither "SYS" nor "PUBLIC"

FAL[server]: Security checks failed! error 16191 <<<<========

This message suddenly started appeared in our alert.log couple of days ago. It show up every 10 minutes. We are running Oracle 11.2.0.4 with CPU2017July patch.

The warning message did not impact the log shipping and apply on standby side.

Both Primary and Standby databases are still in sync.

The SYS password was not changed, and password files were not changed as well.

I cannot find anything about this "FAL[server]: Security checks failed" through matelink or google search.
