Row lock contention and initrans value

We were experiencing frequent row locking issues in one of our applications.

The issue was still manageable before and we usually just kill the offending session to release the lock and the problem would go away. We told the developers of the application that this is possibly an application/coding issue but to no avail (they're insisting that this is not an application issue). Recently, the problem escalated to a degree that it wasn't tolerable anymore. We have to kill sessions in bulk to release the lock (the main blocker and the sessions being blocked) but after a few minutes there would be another incident involving the same row lock contention.
