RTCP and guard-timer

in Acme Packet (MOSC) Question

Hi all,

does anybody know if RTCP packets are counted when SBC is checking guard-timers for media inactivity? I have a scenario when terminating side is not sending neither RTP nor RTCP (without putting call on hold) and guard-timer on SBC is fired and the call is disconnected. As far as I understand this is against RFC; they must send RTCP even when they don't send RTP. So I wonder if I could force terminating side to send RTCP - would it fix the issue with guard-timer?
