Avaya-Nortel cs1000-Acme SBC 3800->NSN Surpass ?? slow switching

i have litle broblem slow switching outbound call

 

my pbx is Avaya Nortel CS1000 SIP GW release_7.0 version_ssLinux-7.65.16 AVAYA-SM-6.3.6.0.636005

and my acme is ACME SBC-3800 -SXC6.3.0.MR5 patch 8

and pstn switch is NSN-Surpass.

 

incoming call work fine and weary fast ~5sec phone is ring 

but outcoming call PBX-to pstn linked to very slowly  take about ~40sec and after that phone is ring.

 

any ideas how to fix that slowly connection
