PRACK rejected by 404 Not Found

In one of my call scenario, SBC (4500 running on 6.4) is rejecting a PRACK received from another SBC (another Oracle / ACME box) with reason 404 Not Found. I have checked the R-URI, Call-ID, Sequence numbers - all looks okay. 

 

Did anyone faced similar issue? Any suggestions - (this is a live SBC with heavy traffic so cannot run detailed traces).
