Session-Agent Ping-Method OPTIONS Question

I'm trying to setup up failover from one site to another by setting up an out OOS condition via Ping-Method.  I've read the following article:

So I setup the OPTIONS;hops=0 or OPTIONS I do not see anything being sent to the SA.  It does't seem to be sending anything or putting the SA out of service.  If I change the OPTIONS to INVITE I see it on the SA side and it responds. So to see it there was anything else it would respond to I changed OPTIONS;hops=0 to OPTIONS:hops=0 and started seeing it on the SA side (changed the ; to : ).  Since its in the wrong format it doesn't understand it comes back as a no response and OOS the SA.
