Does SAG destination field check always session-agent list ?

I wonder the details about the usage of session-group vs session-agent. The thing is I realized that destination field wants a string in the session-group, you can fill with a name which previously defined in the session-agent list, or with an IP which is assumed to be defined in the same list too according to the definition in the configuration document given below:

 

destination—Identify the destinations (session agents) available for use by this session agent group. A value you enter here must correspond to a valid group name for a configured session agent group or a valid hostname or IP address for a configured session agent.
