Best Practice for Sip trunking

I need few answers in general as best practices

 

we have an architecture where we provide sip trunk to customers along with wholesale DIDs

i govern there routing of DIDS based on local policy configs where i add there entire list of DIDs as a TO destination

 

Question ,what is the best pracice to enable sip trunking for a wholesale carrier for his customer

By routing IP based policies or DID based policies ,for eg below is my policy snapshot
