PropDist only hitting one SA

My understanding of the PropDist method in a SAG is, if I have 2 session agents with max-outbound-session set, and constraints enabled Trafiic will be distributed to the SAs equally.

 

I have

 

SA 1 , max-outbound-session 12, constraints enabled

SA 2 , max-outbound-session 12, constraints enabled

 

SAGAG

 

PropDIST

SA1

SA2

 

When I show sipd group -v I only see the 1st SA in the SAG getting hit if no other sessions are up.  Am i misunderstanding the functionality? I guess I thought it would distribute 1,2,1,2,1,2.... etc. I do see that  second call will hit the second SA if 2 sessions are established
