Retransmissions constraints

Hi,

is there any way how to configure constraints to restrict retransmissions of REGISTER messages? I know that rate-constraints, global sip-options (max-register-forward and max-register-refresh) or session-agent parameters (max-registerburst-rate and max-register-sustain-rate) can be configured but it looks that all of these parameters are not applied to the retransmissions. So in case that for registrar behind SBC goes down, big flood of REGISTER messages caused by retransmissions is present in core network. Any idea?
