Verizon/Lync 2013 interop issue with early media & local ringback

We are in the process of performing interoperability testing with Verizon using Lync 2013 (CU3) and e-SBC code E-Cx6.4.0m2. This is a straightforward enterprise SIP trunking configuration. For inbound calls from Verizon to Lync 2013, Lync responds to the INVITE/SDP with a 183/SDP for early media, then sends a 183/no-SDP followed by a 180/no-SDP and another 183/no-SDP. Note: we have the HMR configured to support 100rel for Lync.

 

Verizon states that they support EITHER a 183 Session Progress with SDP for Early Media OR a 180 Ringing without SDP for local ring back but not both. If Lync sends a 183 with SDP for Early Media, then Verizon expects Lync to send ringback in-band (RTP) which it does not.
