Lync 2013 491 error with Verizon SIP trunking after re-INVITE

We are in the process of performing interoperability testing with Verizon using Lync 2013 (CU3) and e-SBC code E-Cx6.4.0m2. This is a straightforward enterprise SIP trunking configuration. For inbound calls from Verizon to Lync 2013, Verizon always sends a re-INVITE shortly after the call has been setup. Lync initially responds to the re-INVITE/SDP with 491 error:
