SAG Routing to OOS SAs

Greetings,

I am sending to a SAG where both SAs in the SAG are marked out of service.  In one switch when the call hits the system a 503 is generated but in another system it attempts to route the INVITE to the OOS SAs before timing out.  I've looked over the realm configs but am not seeing what is different.  Is there a setting that would prevent a SAG from sending packets to an OOS SA?  Thanks.
