SIP-NAT and Local-Policy

I found that Request-URI and other ip address will be replaced by ext-address or ext-proxy-address  if SIP-NAT is confiugred .does that mean "local-policy " is not a neccssary  configuration if SIP-NAT is configured ?

I 'm not sure the relationship between SIP-NAT and Loacl-Policy .
