Call Forking with multiple 180 responses with different To tag's

I am hoping someone can assist.

 

My softswich vendor has informed me that they do not support Call forking. I have a call flow that egress's a sip trunk where the originating softswitch recieves multiple 180 responses (one for each gateway the client forks the call through). Each gateway has its own To tag. My sofswitch keys on only the first provisional response. If the 200 OK/SDP should happen to be associated to a gateway that did not send the first provisional...the call is set up and then immediatly torn down.

 

Does anyone know if i can create an HMR to resolve this scenario?
