Lync not able to place call on hold

Running into an issue where a Lync endpint places a call on hold but is unable to, so it mutes both the mic and the speaker.
I see the the a = inactive in the invite sent from Lync to the NN4500 and I am sending that call go out our carrier, however a = inactive is stripped out of the SDP in the carriers response so I am sending a 200 OK with SDP without that attribute causing Lync to do this mute mic and speaker work around. I am sure it is possible to just add that attribute back in but having some diffculty finding the right method.
