Receive 403 when I invite with "allow-anonymous = registered"

I have a SIP interface where set to only allow registered clients.  This works for a number of devices.

One device...an ATA doesn't.  

He gets registered with this contact.

Contact: sip:5555556005@55.178.66.134:1038;acme_nat=5555556005+55.178.66.134@172.16.0.10

 

When the same device sends a call, the SBC sends back a 403.

If I set "allow-anonymous" to all, the call goes thru.

 

I verified the call comes from UDP port 1038 in the contact.   The contact header is 5555556005@172.16.0.10.   Do I need to do a manipulation on that?   Or am I missing something?
