design for massive peering?

Hello,

 

could anyone suggest design for massive peering? A mobile operator (which also serves fixed lines for enterprises) wants to switch its PSTN customers to SIP. The number of customers is supposed to be big - 100,  may be 200. The problem is that their MSC (Ericsson AXE) doesn't support rfc 4904 (trunk group parameter) and even worse - it demands different ip for each new customer. Thus, we must configure  separate realm, sip-interface and local-policy at core and access sides for each customer. That's where scalability question arises. So, what your suggestions could be?
