Single PBX sending outbound traffic to multiple providers

I have multiple PBX systems (Cisco and AVAYA) sitting behind a CUCMSME that does all call routing. That sends outbound traffic to an HA 4500 SBC. We had a single provider and all was well, but have since moved to having 2 PSTN providers and I have to send outbound traffic to whichever provider the number is registered with. The problem I am running into is that I cannot seem to route traffic from the SA's I have configured for the CUCMSME to the two different providers.
