403 response to PUBLISH

I am using a 4500 to allow remote endpoints to register through it.  Registrations and subscriptions are working fine, but PUBLISH messages from the endpoints are getting a 403 response.  I found articles on the web saying the normal cause of 403 is that the allow-anonymous setting is wrong, mine is "registered", which I think should work.
