media flow doesn't go through SBC

I have configured steering pool  for each realm(access ,peer-ngn,core,peer-cc ) two physical interface and two network interface (M00:0,M01:0)and locates the access realm and peer-ngn realm to M00:0  ,core realm and peer-cc to M01:0.

When i make an outbound call to a mobile phone("INVITE" egress  at  peer-NGN realm to CARRIER) with a sip endpoint (resides in access realm) which registered to sip server through SBC .

however ,the media flow just ingress  access realm and egress at peer-NGN realm.it doesn't really go through the SBC.because media flow just tranversed at one network interface .

i can capture media packet   only in the network interface  M00:0 and can't capture media packet in the network interface M01:0 when i made an outbound call to a mobile phone.
