local-policy seem not working

HI

 

I have a question

 

If the sub DN must be prefix with 2837

I would like to only allow 2837-1xxx to make call to extension 1xxx.

How should we write the local-policy ?

I tried some combination but still NG.

 

Do we need to add local-policy for REGISTER (from address = 2837, to address = 2837) ?

I found that  the phone cannot register after set the to-address = 2837

Even I added prefix 1 to to-address  for another loca-policy, I cannot make call

 

If I fill to-address with *, the REGISTER become Okay
