how to make steering-pool work?

hi,guys!

 i read the Net Net 4000 S-CX6.3.0 ACLI  configuration guide which says that the steering-pool won't work unless sip-nat are configured.that is to say if i don't configure a sip-nat in SBC,the media flow (rtp packet)won't go through SBC.am'i rigth?

if i 'm wrong ,is there any other way to make media flow go through SBC when endpoint make an outbound call?
